नमक के घोल से गाजर घास नियंत्रण कितना उचित?
गाजर घास के साथ मेरे दो दशक (भाग-7)
गाजर घास के नियंत्रण के लिये नमक के घोल का उपयोग भी रासायनिक नियंत्रण की श्रेणी मे आता है। आम तौर पर वैज्ञानिक सलाह दी जाती है कि बीस प्रतिशत नमक के घोल का छिडकाव गाजर घास को नष्ट कर सकता है। यह अविश्वसनीय लगता है पर है बहुत कारगर। नमक का घोल डालते ही कुछ ही मिनटो मे असर दिखना आरम्भ हो जाता है। थोडे समय मे यह खरपतवार पूरी तरह नष्ट हो जाता है। किसी भी अवस्था मे यह प्रयोग बडा ही उपयोगी होता है। आयोडीन युक्त नमक की जगह जो साधारण नमक बाजार मे मिलता है उसका प्रयोग ही सस्ता पडता है। मैने इस विधि का प्रदर्शन कई बार किया है। रिहायशी इलाको मे जहाँ आप न अन्य रसायन उपयोग कर सकते है और न ही कीटो को छोड सकते है, यह विधि कारगर है। मैने अपने घर के आस-पास इसी विधि का प्रयोग किया है। बडे क्षेत्र मे नमक का प्रयोग ठीक है या नही-इस बारे मे वैज्ञानिक मतैक्य नही है। बहुत से वैज्ञानिक यह मानते है कि इतना नमक प्रकृति के लिये समस्या नही है। यह वर्षा के जल मे घुलकर तनु हो जायेगा। इसलिये इस विधि का प्रयोग किया जा सकता है। इतनी मात्रा मे नमक दूसरे जीवो और वनस्पतियो के लिये अभिशाप बन सकता है-ऐसा दावा करने वाले वैज्ञानिक भी है। वे इसके प्रयोग के सख्त विरोधी है। मुझे लगता है कि पक्ष और विपक्ष की खेमेबाजी छोडकर सही मायने मे अनुसन्धान कर यह पता लगाना चाहिये कि क्या सचमुच नमक का इस तरह प्रयोग नुकसान करता है? यदि हाँ तो किस तरह और क्या ऐसे उपाय किये जा सकते है जिससे नमक का प्रयोग भी हो सके और धरती को नुकसान भी न हो? मुझे युवा शोधकर्ताओ से बडी उम्मीदे है। आशा है वे इस तरह के आवश्यक शोधो पर ध्यान देंगे बजाय इसके कि एक ही तरह के शोधो को बार-बार किया जाये।
यह विडम्बना ही है कि गाजर घास के रासायनिक नियंत्रण पर शोध के नाम पर अब तक करोडो रुपये पानी की तरह बहाये जा चुके है पर गिने-चुने ही ऐसे प्रयोग हुये है जो यह बता सके कि इन रसायनो के प्रयोग से पर्यावरण को कितना नुकसान पहुँच रहा है? कृषि वैज्ञानिक यह कहकर बच सकते है कि यह शोध उनके कार्यक्षेत्र से बाहर है पर यह सही तर्क नही है। दूसरे क्षेत्र के वैज्ञानिको के साथ मिलकर उन्हे शोध करना चाहिये और परिणाम आने से पहले रसायन विशेष के वैज्ञानिक अनुमोदन से बचना चाहिये। आम तौर पर यह भी देखा जाता है कि विदेशो मे किये गये अनुसन्धान का हवाला देकर यह जताने की कोशिश की जाती है कि अमुक रसायन का पर्यावरण पर विपरीत प्रभाव नही पडता है। पर हमारे देश की परिस्थितियाँ अलग है इसलिये रसायनो को भारतीय परिस्थितियो मे जाँचने की आवश्यकत्ता है। आज पर्याप्त जगरुकता के अभाव मे और आम जनता द्वारा कृषि अनुसन्धानो मे अधिक रुचि न लिये जाने के कारण सारा तंत्र निरंकुश सा हो गया है। इस पर नकेल कसना देश हित मे होगा।
नमक के प्रयोग पर प्रश्न उठाने वालो मे सुश्री मेनका गाँधी का भी नाम है। इंडिया टीवी पर अपने कार्यक्रम मे उन्होने गाजर घास पर मेरे कार्यो पर एक कार्यक्रम प्रस्तुत किया था। उसमे उन्होने नमक के प्रयोग पर प्रश्न खडे किये थे। आज तक ये प्रश्न वैज्ञानिक तौर पर अनुत्तरित है। नमक के प्रयोग की अपनी सीमाए भी है। आप इसे बेकार जमीन मे उपयोग कर सकते है पर फसलो के बीच उग रही गाजर घास के लिये यह उपयोगी नही है। नमक का घोल अन्य वनस्पतियो को भी मार सकता है। फिर नमक का घोल यंत्रो को जल्दी खराब कर देता है। अपनी पीठ पर स्प्रेयर लादे जब हम कालोनियो मे निकलते थे तो बडे उत्साह मे होते थे पर जल्दी ही नमक के साथ रहने का दुष्प्रभाव हमे दिखने लगता था। आम लोग और कार्यकर्ता नमक के साथ बहुत देर तक काम नही कर पाते थे। अपने अभियान के लिये मै एक बार बडी मात्रा मे साधारण नमक खरीद लेता था फिर उसे कमरे मे रख दिया जाता था। बरसाती नमी से मिलकर इस नमक ने कमरे के फर्श को खराब करना आरम्भ कर दिया। बीस प्रतिशत नमक का घोल कहने पर श्रोताओ के लिये कुछ ज्यादा की तकनीकी हो जाता था। इसलिये उन्हे समझाया जाता था कि पाँच ग्लास पानी मे एक ग्लास साधारण नमक मिलाया जाये।
मेरे साथ पढा एक मित्र एक बडी कम्पनी मे विशेषज्ञ हो गया है। यह कम्पनी गाजर घास को मारने के लिये रसायन बनाती है। मेरे रसायन विरोधी लेख उनकी बिक्री पर कुछ विराम लगा देते थे इसलिये एक दिन उसने फोन किया कि जब आम लोग मच्छर से लेकर दीमको को मारने के लिये रसायनो का प्रयोग कर रहे है तो फिर गाजर घास के रासायनिक नियंत्रण के खिलाफ ही हल्ला क्यो? मैने उससे कहा कि वह यह प्रमण दिखा दे कि उसके रसायन भारत की धरती को प्रदूषित नही करेंगे तो मै खुशी से उनके उत्पाद को लोगो को अपनाने कहूँगा। रही बात अन्य रसायनो मे प्रयोग की तो मैने उससे मेरे लेख पढने को कहा जिसमे मै लगातार प्रकृति मित्र उपायो को अपनाने की सलाह देता हूँ। ग्रामीण भारत आज भी काफी हद तक रसायनो से दूर है इसलिये अस्पतालो से भी दूर है और आरोग्यता बनी हुयी है।
भारत मे अकेले गाजर घास को मारने वाले रसायनो का करोडो का बाजार है और यह बढता ही जा रहा है। मै सदा ही अपने लेखो से सभी लोगो से यह अनुरोध करता हूँ कि इस पर कडी नजर रखी जाये। यह तो आप देख ही रहे है कि रसायनो का प्रयोग तो बढ रहा है पर गाजर घास भी बढ रही है। यह अच्छा संकेत नही है।
