सूक्ष्मजीवो से गाजर घास नियंत्रण: शोध ढेरो पर नतीजा सिफर
गाजर घास के साथ मेरे दो दशक (भाग-8)
दुश्मन का दुश्मन दोस्त होता है-इसी मूल सिद्धांत पर खरपतवारो का जैविक नियंत्रण किया जाता है। आम तौर पर आप अपने आस-पास उग रहे खरपतवारो को ध्यान से देखेंगे तो उनमे कई तरह के रोग नजर आयेंगे। रोग विशेषज्ञ इन रोगो मे रुचि लेते है और अपने अनुसन्धानो की मदद से यह पता लगाने की कोशिश करते है कि क्या यह रोग खरपतवार विशेष को नष्ट करने मे सक्षम है? यदि हाँ, तो कितने समय मे? यह भी जानने की कोशिश की जाती है कि क्या ये रोग सिर्फ उस खरपतवार तक ही सीमित है या दूसरी वनस्पतियो को भी प्रभावित करते है? जब ऐसे रोग की पहचान हो जाती है जो केवल खरपतवार तक ही सीमित है तब उस पर गहन अनुसन्धान आरम्भ होते है जिसका उद्देश्य ऐसे उत्पाद का विकास करना होता है जिसके प्रयोग से स्वस्थ खरपतवार को रोगग्रस्त कर नष्ट किया जा सके। पौध रोग के कारक सूक्षमजीव भी होते है। इनकी पहचान कर प्रयोगशाला मे इनकी संख्या मे वृद्धि की जाती है फिर इनका छिडकाव किया जाता है। हमारे देश मे इस विषय पर जितने शोध हुये है उतने पूरी दुनिया मे नही हुये है। गाजर घास को इन सूक्षम जीवो के माध्यम से नष्ट करने का दावा करने वाले सैकडो शोध परिणाम पुस्तकालयो मे पडे है पर फिर भी जमीनी स्तर पर एक भी उत्पाद उपलब्ध नही है। इन शोधो पर बहुत पैसे खर्च किये जा चुके है पर नतीजा सिफर ही रहा है। ज्यादातर सूक्षमजीवी प्रयोगशाला की नियंत्रित दशा मे अच्छे से काम करते है पर खुले आसमान के नीचे टाँय-टाँय फिस्स हो जाते है। नये प्रयोगो के लिये अब भी पैसे दिये जा रहे है। मेरा मानना है कि असफल प्रयोगो पर एक बार फिर से विचार किया जाये और असफलता के कारणो का पता लगाया जाये। इस विवेचना से नयी दिशा मिलेगी और हो सकता है कि असफल प्रयोग देश के कुछ काम आ जाये। वैज्ञानिको को प्रयोगशाला से बाहर निकलकर खेत की स्थितियो मे अपने प्रयोग की सफलता दिखाने के लिये प्रेरित करना चाहिये। ऐसे प्रयोग जिसमे देश का पैसा लगा हो केवल अकादमिक उपलब्धियो तक ही सीमित नही रहने चाहिये।
मैने अपने वानस्पतिक सर्वेक्षणो के दौरान गाजर घास मे नाना प्रकार के रोग देखे। कुछ के चित्र तो मैने अपनी वेब साइट पर भी प्रकाशित किये। चूँकि यह मेरा विषय नही है इसलिये मैने एक पादप रोग विशेषज्ञ से मदद माँगी। उन्होने कहा कि यह तो आम रोग है और इसका अधिक महत्व नही है। बाद मे पता चला कि उन्होने इसपर काम करके शोध पत्र प्रकाशित किया अपने नाम से और फिर तीन वर्षो का एक प्रोजेक्ट भी लिया। मै उनसे मिलने पहुँचा तो वे कन्नी काटने लगे। मैने उनसे साफ शब्दो मे कहा कि आपने जो किया उससे मुझे शिकायत नही पर अब गहनता से इस पर अनुसन्धान करके कोई उपयोगी उत्पाद विकसित करिये। पर जैसा अक्सर होता है प्रोजेक्ट के पैसे से वे मजे करते रहे है और फिर तीन वर्षो बाद आनन-फानन मे रपट बनाकर प्रोजेक्ट की अवधि बढाने की माँग कर डाली। दिल्ली मे बैठे विशेषज्ञो ने जान लिया इस गोरखधन्धे को और उन्हे आगे काम करने की अनुमति नही मिली। पूरी योजना वही की वही रह गयी। इस प्रोजेक्ट के बाद उन्हे दूसरा प्रोजेक्ट मिल गया। उनकी पदोन्नति भी हो गयी और अब उनके जीवन-परिचय मे गाजर घास का यह प्रोजेक्ट प्रमुखता से दिखता है। ऐसे वैज्ञानिक भला देश के किस काम के। आम जनता की गाढी कमायी शोध मे नाम पर यूँ जाया करना भारतीय अनुसन्धान की वर्तमान दशा और दिशा के लिये उत्तरदायी कारणो मे से एक है।
मै एक ऐसे विशेषज्ञ को भी जानता हूँ जिन्होने कई सूक्षमजीव आधारित उत्पादो पर बकायदा पेटेंट ले रखा है। उन्होने जिन खरपतवारो पर अनुसन्धान किया उनमे गाजर घास एक है। मैने उनसे बहुत बार अनुरोध किया कि आप इन उत्पादो को जनहित मे सामने लाये ताकि इस खरपतवार से मुक्ति मिल सके। उनका जवाब होता है ‘यह काम मेरा नही है। यदि कोई कम्पनी इस उत्पाद को खरीदने आयेगी तो मै उन्हे यह दे दूंगा। अब मै तो सडक पर आकर इसे मुफ्त मे आम लोगो को नही दे सकता।‘ अभी तक किसी कम्पनी ने उनके उत्पादो मे रुचि नही दिखायी है। इससे यह भी लगता है कि कही इन उत्पादो का महत्व भी अकादमिक उपलब्धियो तक ही सीमित तो नही है।
गाजर घास पर धारवाड मे आयोजित प्रथम अंतरराष्ट्रीय सम्मेलन मे ब्रिटेन से एक जाने-माने वैज्ञानिक आये थे। उन्होने सूक्षमजीवो के माध्यम से गाजर घास के नियंत्रण पर अपना शोध कार्य प्रस्तुत किया था। उन्होने भारतीय शोधो पर भी रुचि दिखायी थी। बाद मे कुछ वैज्ञानिक विदेश भी गये पर लाभ के नजरिये से देखे तो इससे देश को कुछ भी लाभ नही हुआ। लाभ केवल विशेषज्ञो तक ही सीमित रहा।
