गाजर घास और किसानो की आत्महत्या
गाजर घास के साथ मेरे दो दशक (भाग-25)
दुनिया भर के शोध परिणाम यह बताते है कि गाजर घास यदि खेतो मे फसलो के साथ प्रतियोगिता करे तो पूरी फसल भी चौपट हो सकती है। पहले यह बेकार जमीन और मेडो तक सीमित थी पर अब खेतो मे इसके प्रवेश कर जाने से भारतीय कृषि को बहुत नुकसान हो रहा है। ये नुकसान प्रत्यक्ष और अप्रत्यक्ष दोनो है। नमी, प्रकाश और भोजन के लिये गाजर घास फसल से प्रतियोगिता करती है। इसके परागकण पर-परागण करने वाली फसलो के संवेदी अंगो मे एकत्र हो जाते है जिससे उनमे परागण नही हो पाता है। खेतो मे गाजर घास किसानो को सीधे प्रभावित करती है। उसके पशु भी प्रभावित होते है। गाजर घास के जहरीले रसायन मिट्टी की उर्वर क्षमता को प्रभावित करते है। किसान के पास रसायनो के प्रयोग के अलावा कोई सशक्त विकल्प नही होता। जैविक खेती कर रहे किसान बडी दुविधा मे पड जाते है।
गाजर घास का किसानो, फसलो और पशुओ पर यह दुष्प्रभाव दशको से निरंतर हो रहा है। आज हम विदर्भ के किसानो की आत्महत्या के विषय मे जानते है पर गाजर घास पर आयोजित प्रथम अंतरराष्ट्रीय सम्मेलन मे बताया गया कि गाजर घास जनित रोगो से अब कर्नाटक मे सात किसान आत्महत्या कर चुके है। उसके बाद तो गाजर घास और फैली पर नये आँकडे उपलब्ध नही हो पाये। पुलिस आत्महत्या का कारण गाजर घास नही लिखती है। उसे मालूम भी नही कि यह गाजर घास है क्या? पर विशेषज्ञ यह जानते है कि देश भर मे इस विदेशी खरपतवार ने सैकडो जाने ली है और असंख्य लोगो को रोगी बनाया है। जब से इसका प्रवेश हुआ है तब से इसने दीमक की तरह हमारी कृषि व्यवस्था को खोखला कर दिया है। और यह सब अभी भी जारी है निरंतर।
विशेषज्ञो ने बहुत बार यह प्रयास किया कि गाजर घास से अभी तक देश को कितना नुकसान पहुँचा है- यह आँका जाये पर यह आँकलन पूरा नही हो पाया। आँकडे करोडो मे नही अरबो मे जा रहे है। यह विडम्बना ही है कि जिस विदेशी खरपतवार से देश को इतना नुकसान पहुँच रहा है उसे लाने वालो पर कभी किसी ने अंगुली नही उठायी। यह सभी जानते है कि यह आयातित गेहूँ के साथ पीएल-480 योजना के तहत भारत आयी और देखते ही देखते पूरे देश मे फैल गयी। कौन है वे लोग जिन्होने यह लापरवाही बरती और खरपतवारयुक्त गेहूँ के आयात की अनुमति दे दी? क्या कभी किसी ने यह पता लगाने की कोशिश की। जिस देश से यह खरपतवार आया आज वही से इसे मारने के लिये रसायन आ रहे है। यह तो वही बात हुयी कि पहले दर्द दिया, फिर दवा की।
अलग-अलग मंचो से मैने यह बात उठायी है कि दोषियो की खोज की जाये और इस गल्ती से सबक लेते हुये कठोर कानून बनाये जाये। इसमे ऐसी गल्ती जानबूझकर करने वालो को देशद्रोही माना जाये और कडी सजा का प्रावधान हो। आप ही बताइये कि गाजर घास लाने वालो को यदि अभी तक सजा मिल गयी होती तो आज कोई राजनेता भारत मे ऐसे घटिया गेहूँ को एक बार फिर से विदेशो से आयात करने का दुस्साहस करता जिसमे घोषित रुप से गाजर घास सहित 32 विदेशी खरपतवारो के बीज मिले हुये है? जब पहली बार गाजर घास लायी गयी तो हममे से बहुत लोग नही थे। पर अब तो एक बार फिर से इतिहास दोहराया जा रहा है। फिर भी हम हाथ पर हाथ धरे बैठे है। नये खरपतवार युक्त गेहूँ मंगाकर हम अगले सौ साल तक किसानो को नयी तकलीफ देने की तैयारी कर रहे है। इनके नियंत्रण के नाम पर हजारो टन जहरीले रसायन भारतीय धरती पर फेके जायेंगे। जरा कोई इन राजनेताओ से पूछे कि क्या पैसे इतने जरुरी है जो वे अन्नदाताओ और भारत माँ की बोली लगा रहे है? कुछ तो शर्म करे ये लोग।
