दस हजार लोगो को पत्र से गाजर घास की जानकारी
गाजर घास के साथ मेरे दो दशक (भाग-17)
हर बार जब भी देश-विदेश के विशेषज्ञ गाजर घास पर चर्चा के लिये एकत्र होते है तो गाजर घास की समस्या को हल करने की कार्ययोजना प्रस्तुत करते है। इसमे बहुत अधिक धन की माँग की जाती है। इसके विषय मे जागरुकता फैलाने के लिये भी महंगी कार्ययोजना प्रस्तुत की जाती है। नतीजतन योजनाकार इस पर विचार ही नही करते है और कार्ययोजनाओ को ठंडे बस्ते मे डाल दिया जाता है। इस तरह कितनी ही बैठके हो चुकी है और न जाने कितनी भविष्य़ मे होंगी। इस तरह की बैठको से मै बचता हूँ। कभी-कभी यह लगता है कि ऐसी बैठके यदि इंटरनेट के माध्यम से हो जाये तो देश का बहुत पैसा बचेगा और साथ ही उस पैसे से कई क्षेत्रो को गाजर घास मुक्त किया जा सकेगा। ऐसा लिखने पर बहुत से वैज्ञानिक आपत्ति करते है और कहते है इसीलिये आपको बहुत सी बैठको मे नही बुलाया जाता है। यदि आपको हवाई यात्रा करनी है और दिल्ली घूमना है तो ऐसे लेख लिखना बन्द करे।
सस्ते मे गाजर घास के विषय मे जागरुकता लानी है तो मै बहुत बडा मददगार साबित हो सकता हूँ। चूँकि बिना किसी आर्थिक सहायता से मै इस अभियान मे जुटा हुआ हूँ इसलिये सस्ते मे कैसे हमारा सन्देश आम लोगो तक पहुँचे इसके लिये लगातार दिमाग चलाना पडता है। मै लम्बे समय से कृषि पत्र-पत्रिकाओ मे लिखता रहा हूँ। किसानो तक बात पहुँचाने के लिये मैने इसी माध्यम को चुना। मैने एक छोटा से विज्ञापन बनाया जिसमे कहा गया था कि मनुष्यो, फसलो और पशुओ को हानि पहुँचाने वाले घातक खरपतवार गाजर घास के विषय मे नि:शुल्क जानकारी के लिये नीचे दिये पते पर लिखे। शुरु मे तो कृषि पत्रिकाओ ने इस विज्ञापन को मुफ्त मे प्रकाशित कर अपना बडप्पन दिखाया फिर धीरे-धीरे वे दाम माँगने लगे। इससे जेब पर असर पडा। परिणामस्वरुप विज्ञापन दो-तीन पत्रिकाओ तका सीमित रह गया।
इस विज्ञापन का असर अच्छा हुआ। मुझे कुछ ही सालो मे पन्द्रह हजार से अधिक पत्र मिले। इन पत्रो को पढने से यह साफ दिखता था कि कैसे इस विदेशी खरपतवार ने पूरे देश मे कहर बरपा रखा है। बहुत से रोगियो के भी पत्र आये। मैने एक पर्चा तैयार कर रखा था जिसमे प्रश्नोत्तरी के रुप मे गाजर घास के बारे मे जानकारी थी। इसकी बहुत सारी फोटोकापी करवा ली थी। हर पत्र के जवाब मे एक पर्चा और एक रंगीन चित्र भेजा जाने लगा। इसमे व्यय तो था पर सब कुछ तीन रुपयो मे निपट जाता था। फिर संकट के दिन आये। मैने दस हजार पत्रो के जवाब दिये ही थे कि डाक दर बढ गयी। अब दो रुपये की जगह पाँच रुपये लगने लगे थे। मैने पत्रो का जवाब देना बन्द कर दिया। विज्ञापन का प्रकाशन भी बन्द कर दिया। पत्रो के आने का क्रम जारी रहा और आपको यह जानकर आश्चर्य होगा कि पुराने विज्ञापनो के आधार पर आज भी बहुत से पत्र आते है। बीच मे विज्ञापन मे थोडा फेरबदल किया और लोगो से पत्र की जगह निश्चित समय मे फोन करने को कहा। पर दिन भर वक्त-बेवक्त फोन आने लगे। धीरे-धीरे यह भी बन्द हो गया।
मुफ्त मे पर्चा और रंगीन चित्र पाने पर लोगो की प्रतिक्रियाए अलग-अलग रही। ज्यादातर लोगो ने धन्यवाद देने के लिये फिर से पत्र लिखा। कुछ ने इस पर्चे पर छपी जानकारी को अपने नाम से प्रकाशित करवाया फिर मुझे प्रति भी भेजी। मैने यह सोचकर मन को मनाया कि चलो इसी बहाने गाजर घास का प्रचार तो हो रहा है। बहुतो ने आक्रोश मे लिखा कि इतनी जानकारी तो उनके पास पहले से थी। और जानकारी चाहिये वो भी नि:शुल्क। कुल मिलाकर यह अच्छा अनुभव रहा। यदि आर्थिक पक्ष सही होता तो इस अभियान को जारी रखा जा सकता था। मै जानता हूँ कि करोडो के इस देश मे दस हजार लोगो तक यह जानकारी पहुँचाना बहुत छोटा प्रयास है पर मै इतना कर पाया इसके लिये ऊपर वाले का आभारी हूँ।
