बेकार जमीन की गाजर घास : समस्या की जड

गाजर घास के साथ मेरे दो दशक (भाग-4)

बेकार जमीन मे उग रही गाजर घास चिंता का मुख्य विषय है। यह आबादी सीड बैक का काम करती है। आप तो जानते ही है कि इसका एक पौधा हजारो बीज पैदा करता है और ज्यादातर बीजो मे नये पौधे को जन्म देने की क्षमता होती है। बेकार जमीन मे साल दर साल बीज तैयार होकर आस-पास के क्षेत्रो मे बिखरते रहते है। ये बीज जमीन के अन्दर भी पडे रहते है। रिहायशी इलाको मे ये बीज कई माध्यमो से पहुँचते है। इन बेकार जमीन से आने वाले वाहन बहुत से बीज अपने साथ ले आते है। वैज्ञानिक अनुसन्धान के अनुसार रेले इन बीजो के प्रसार मे महत्वपूर्ण भूमिका निभाती है। अनजाने मे ही सही पर इससे बीज दूर-दूर तक फैलते रहते है। मै अपने लेखो मे श्रीलंका का उदाहरण देता हूँ जहाँ शांति सेना के आगमन से पहले गाजर घास नही थी। वहाँ के वैज्ञानिक बताते है कि शांति सेना के वाहनो के साथ भारत से गाजर घास के बीज अंजाने मे श्रीलंका पहुँचे और कुछ ही वर्षो मे ये पूरे श्रीलंका मे फैल गये। आस्ट्रेलियाई वैज्ञानिको ने सुझाया है कि गाजर घास प्रभावित क्षेत्रो से आने वाली हर गाडी को अच्छे से धोया जाये ताकि बीजो का प्रसार न हो पर यह जमीनी स्तर पर सम्भव नही जान पडता है।

आम तौर पर उन भागो मे जहाँ औद्योगिक इकाईयाँ होती है इस खरपतवार का प्रकोप देखा जाता है। इसके पीछे भी यही कारण है। वाहनो की सतत आवाजाही से बीज फैलते जाते है। भिलाई मे गाजर घास का जबरदस्त फैलाव इसका सशक्त उदाहरण है। बस्तर के लोहाण्डीगुडा मे गाजर घास की संख्या नही के बराबर थी। अब वहाँ स्टील प्लाँट लगने वाला है। अचानक ही वाहनो की आवाजाही बढ गयी है। परिणामस्वरुप अब गाजर घास वहाँ पैर पसारने लगी है। उडीसा के नियमगिरि मे भी यही दिख रहा है। जैव-विविधता से पूर्ण इस पर्वत पर गाजर घास नही थी पर जब से बाक्साइट खनन के नाम पर मनुष्य़ॉ की गतिविधियाँ बढी है तब से आस-पास के शहरो से ट्रको के माध्यम से गाजर घास के बीज पर्वत पर आ रहे है और तेजी से फैल रहे है। थोडे ही समय मे स्थिति विकराल हो जायेगी। जिस तरह गाजर घास देश के दूसरे इलाको मे जैव-विविधता और देशी वनस्पतियो के लिये सिरदर्द बनी हुयी है उसी तरह अब नियमगिरि मे भी अब इसका ताँडव होने वाला है।

रिहायशी कालोनियो मे लोग अपने घर मे वाटिका तैयार करते है। उसके लिये मिट्टी की आवश्यकत्ता होती है। यह मिट्टी कहाँ से आती है? उन्ही बेकार जमीनो से जहाँ गाजर घास उगती है। मिट्टी के साथ गाजर घास के असंख्य बीज आ जाते है। इस तरह कालोनियो मे हर साल बीज पहुँचते रहते है और शहर के अन्दर फैलते रहते है। अब एक-एक को पकडकर कैसे समझाया जाये? कुछ मान भी जाये तो उनका प्रश्न होता है कि आखिर मिट्टी कहाँ से लाये? दूरस्थ गाँवो से जहाँ गाजर घास नही है। यह उत्तर उन्हे संतुष्ट नही कर पाता है। यही भी नंगा सच है कि दूरस्थ गाँव भी अब इससे नही बचे है। फिर आम लोग मिट्टी न लाये तो सार्वजनिक उद्यानो मे मिट्टी आती रहती है। बडे पैमाने पर। इससे भी गाजर घास का प्रवेश शहर के अन्दर होता रहता है। गाजर घास के फैलाव को रोकने के लिये व्यापक पैमाने पर कार्य योजना बनाने की जरुरत है। यह तभी सम्भव है जब इसकी गम्भीरता को समझा जाये। आम जनता सरकारो पर दबाव बनाये। यह भी कडवा सच है कि इस तरह की कार्य योजनाओ को अच्छी नजरो से नही देखा जाता। आम लोग सोचते है कि वैज्ञानिक और योजनाकार किसी भी माध्यम से पैसा डकारने की फिराक मे है और इसलिये इतनी बडी योजना बना रहे है। आज भ्रष्टाचार देश के रोम-रोम मे व्याप्त है। गंगा की सफाई जैसी बडी योजनाओ पर करोडो खर्च होने के बाद भी नतीज सिफर ही रहा है। आम लोगो का गाजर घास की कार्ययोजना को भी इसी नजरिये से देखना गलत नही है।

मै अपने व्याख्यानो मे गाजर घास की तुलना सीमा पार के आतंकवादियो से करता हूँ और कहता हूँ कि आप देश के अन्दर इन्हे जितना भी मार लीजिये कुछ नही होगा। जब तक सीमा पार के ट्रेनिग कैम्प नष्ट नही किये जायेगे तब तह कहर जारी रहेगा। सीमा पार के कैम्प गाजर घास के नजरिये से बेकार जमीन मे उग रही गाजर घास है। श्रोता बडी आसानी से इस उदाहरण से सारी बात समझ जाते है।
