जारी है रतनजोत जनित तबाही के मंजर

पिछ्ले दिनो हैदराबाद मे जैव-ईधन की वर्तमान दशा और दिशा पर मनन करने नेशनल बायोफ्यूल कंसलटेशन का आयोजन किया गया जिसमे देश भर के लोग इकठ्ठा हुये और फिर खुलकर एक स्वर मे रतनजोत (जैट्रोफा) के खिलाफ अपने विचार रखे। सही माने तब जाकर सभी को पता लगा कि इस विदेशी पौधे के विरूद्ध लडाई मे वे अकेले नही है और यह जहरीला पौधा पूरे देश मे ताँडव मचा रहा है। इस महत्वपूर्ण बैठक मे देश के विभिन्न भागो मे जैट्रोफा के विरूद्ध चलाये जा रहे अभियानो के विषय मे भी पता चला। इसे विडम्बना ही कहा जायेगा कि हमारे संचार माध्यम सब कुछ अनदेखा कर केवल रतनजोत की बडाई ही करते रहे जबकि राजस्थान जैसे बडे प्रदेशो मे इस विदेशी पौधे के खिलाफ अभियान मे लोग सडको पर आ गये है। हैदराबाद मे जब अपने व्याख्यान के दौरान मैने बताया कि कीटो के प्रकोप से मुक्त कही जाने वाली इस फसल को छत्तीसगढ मे कैसे 18 किस्म के कीट बुरी तरह तबाह कर रहे है तो प्रतिभागियो ने घोर आश्चर्ये प्रग़ट किया। इस यात्रा के दौरान मुझे पास के एक रतनजोत फार्म मे जाने का मौका मिला। इसके विषय मे स्थानीय और राष्ट्रीय़ अखबारो मे काफी लिखा गया था। 150 एकड के इस फार्म के मालिक तो वहाँ थे नही पर कुछ लोग कीटनाशको का छिडकाव कर रहे थे। पूछने पर पता चला कि वे सप्ताह मे दो बार इस तरह का छिडकाव करते है। जाहिर था कि यह छिडकाव कीटो से रक्षा के लिये किया जा रहा था। मैने कुछ चित्र लेने चाहे और कीटो को एकत्र करना चाहा तो उन्होने साफ मना कर दिया। यह भी बताया कि वे आम फसल की तरह रासायनिक खादो का भी प्रयोग कर रहे है। जब बाद मे मैने इस फर्म का विज्ञापन पढा तो पाया कि वे रतनजोत बिना किसी रसायन की मदद से उगाने का दावा करते है। अब तो इस दावे की पोल खुल चुकी है। आज सवाल इस छोटे से फार्म का नही है। देश मे 84 हजार हेक्टेयर मे रतनजोत को लगाने का कार्य चल रहा है। यदि इसे रसायनो की मदद चाहिये होगी उगने के लिये तो फिर आप ही सोचिये इससे मिलने वाला बायोडीजल कैसे सस्ता होगा? वैसे ही जल संकट का दानव सिर चढ कर बोल रहा है। 84 हजार हेक्टेयर की इस अलाभप्रद फसल को बहूमूल्य पानी पीने से कौन रोकेगा? फिर इतने विशाल क्षेत्र मे रसायनो विशेषकर कीटनाशको का छिडकाव कैसे हमारे पर्यावरण को विष मुक्त रख पायेगा।
जब पहली बार रतनजोत भारत लाया गया था तो इसे बाड मे लगाये जाने वाले पौधे के रूप मे प्रचारित किया गया। लोगो ने इसे अपनाया और पाया कि खेतो की मेड पर इसे लगाने से जानवर विशेषकर जंगली जानवर अन्दर नही आ पाते है। यह इसके जहरीलेपन के कारण ही था। वैज्ञानिक अनुसन्धानो से पता चला है कि इस पौधे के सभी भागो मे सायनाइड के समतुल्य विष पाया जाता है। यह विष इसे इतना जहरीला बनाता है। जानवर इससे दूर रहना पसन्द करते है। यदि आप रतनजोत के फार्म पर काम करने वालो से बात करेंगे तो वे आप को बतायेंगे कि कैसे वे अधिक देर तक इसके पास काम नही कर पाते है। उनकी समय पूर्व थकान के लिये रतनजोत के विष दोषी है। इस दृष्टिकोण से तो रतनजोत के फार्म मे काम करने वाले मजदूरो का स्वास्थ्य बीमा कराया जाना चाहिये और उन्हे अधिक मजदूरी का भी भुगतान किया जाना चाहिये। इस पर चर्चा फिर कभी करेंगे अभी इसके जहरीलेपन के दूसरे पहलू पर बात करते है। मध्य भारत मे सभी लिखित और अलिखित नियमो को धता बताकर जंगलो के अन्दर रतनजोत का रोपण किया जा रहा है। छत्तीसगढ के बारनवापारा अभ्यारण्य के आस-पास सर्वेक्षण के दौरान आम लोगो ने बताया कि हर वन्य प्राणी एक नियत रास्ते पर चलते है। जंगल मे अनियमित ढंग से जहरीले रतनजोत के रोपण से वन्यप्राणियो के लिये अव्यवस्था का आलम हो गया है। गर्मियो मे अभ्यारण्यो के अन्दर वन्य प्राणियो की प्यास बुझाने के लिये जो तालाब खोदे गये थे उसके चारो ओर अब रतनजोत का रोपण कर दिया गया है। अब आप ही बताइये कि वन्य प्राणी जाये तो जाये कहाँ।
मनुष्य को सबसे समझदार माना जाता है पर जिस तेज गति से बच्चो द्वारा रतनजोत के जहरीले बीजो खाकर बीमार पडने के मामले सामने आ रहे है उससे लगता है कि जब समझदार प्रजाति मे इतनी भूले हो रही है तो वन्य प्राणियो को क्या हो रहा होगा। जन्गलो मे वनौषधियो का एकत्रण करने वाले बताते है कि उन्होने गल्ती से कई शाकाहारी जीवो को इसे खाते देखा है। मनुष्यो के मामले मे तो तुरंत पीडीत को बडे अस्पताल मे भरती कराया जाता है और फिर जहर को बाहर निकालने की कार्यवाही की जाती है पर वन्य प्रणियो के पास तो जहर का बुरा असर सहने के अलावा कोई दूसरा रास्ता नही है। इस भूलवश सेवन का जंगल के स्वास्थ्य पर एक और गलत असर पडता है। इसे मै घातक खरपतवार गाजर घास के आस्ट्रेलियाई उदाहरण से समझाना चाहूंगा। भारत की तरह ही वहाँ भी गाजर घास चारागाहो मे फैली हुयी है। दूध देने वाले पशु जब गल्ती से इसे खा लेते है तो न केवल दूध मे इसका जहर आ जाता है बल्कि माँस की गुणवत्ता भी कम हो जाती है। यही रतनजोत के सेवन से भी होता है। यदि हिरण इसे खाकर बीमार हो जाये और फिर शेर या दूसरे माँसाहारी जानवर उसे खा जाये तो रतनजोत का जहर एक के बाद एक पूरे प्राकृतिक तंत्र मे फैल सकता है। रतनजोत को जंगलो मे लगाने का एक और नुकसान है जो मुझे व्यथित करता रहता है।
दुनिया भर के वैज्ञानिक दस्तावेज बताते है कि यह पौधा कई प्रकार के पौधो की वृद्धि को रोकने मे सक्षम है। मैने अब तक 500 से अधिक ऐसी वनस्पतियो की पहचान की है जिस पर यह विदेशी पौधा नकारात्मक प्रभाव डालता है। इनमे से अधिकतर वनस्पतियाँ औषधीय गुणो से युक्त है और विभिन्न दवाओ मे निर्माण मे प्रयोग होती है। जंगल मे रतनजोत का रोपण इनके लिये अभिशाप सिद्ध हो रहा है। इनमे से बहुत सी वनस्पतियो का प्रयोग वन्यप्राणी भोजन के रूप मे करते है। इनकी संख्या मे कमी मतलब भोजन का अनावश्यक संकट।
रतनजोत से बायोडीजल कब बनेगा और कब यह उपयोगी साबित होगा यह कोई नही जानता है पर इसके दुष्परिणाम तेजी से सामने आ रहे है और आम भारतीय इसकी बडी कीमत चुकाना आरम्भ कर चुका है। हाँ कुछ लोग अवश्य मजे मे है जिन्हे जहर बेचने से परहेज नही है और जिन्हे जनता की मेहनत की गाढी कमाई से मजे करने की आदत सी हो गई है।
